Perhaps the same code that decides about "overwhelming odds" should be
added to determining if a realm will attack/defend?

Your 12K CS army sitting in front of an enemy 12K CS army with a 50 CS
ally that you are at peace with will not join battle.  I think this is
the problem that most people see most often.

Those 50 CS guys really are just a drop in the ocean...  Take the
defender's CS and don't consider as defending realms those that have
less than 10% of the main defender's CS.
