[Discuss] Peace during Battle

Dear all,

It is not actually a peace during battle scenario, but I invite you to
look at it.

I understand it is stated to be not a bug.

However, I am still of the view that it _sounds_ like a bug. In that
scenario, there is no 'treaty to break' for battle happens. It's
basically I wanna help realm A(treaty) and I don't care about realm B
(neutral). But the result is there is no battle at all. (Not even
between realm A vs realm B and I stay outside of it)

I perfectly understand the point 'declare war if you want battle', but
since it is not a bug, I would like to know the _reasoning_ behind the
code's decision on 'no battle' if possible.
