Actually, in the case of a defending city, per se, Attacking, wouldn't know 
about a defender in the city, because unless they're adverstising their 
presence, ie flags, SL would have started to engage anyway, regardless of 
peace conditions. To them, the target was Lasanar, and Colosan is a Lasanar 
city.
Of course, the whole matter would be a coding matter....and a lot more time 
to deal with.
