The only reason I can think of that there would be confusion on this
issue relates to the heirarchy code, and FEI in particular.  Since a
lot of Dukes were manually installed (and later founded their own
realms), it created some interesting scenarios where Kings were listed
as Nobles or Lords, and not Royals.  I've lost Royal status by
stepping down.  I don't know if that was intended, but it happened. 
As it stands, the same character is ruler again, and is now Royal.

Should an unscrupulous player have taken that opportunity to convince
the judge to ban me (and it was possible, I checked), that would have
worried me far more than probing every possible scenario by which a
Royal might be banned.
